Who determines the exact world time?
The exact current world time (also known as Coordinated Universale time, or UTC for its letters in french) is set by the International Bureau of Weights and Measures (BIPM) situated near Paris. The weighted average from around 250 atomic clocks in various national averages is used to construct International Atomic Time, which is then corrected for leap seconds to become Coordinated Universal Time. Internationally the current world time is most commonly taken from the american National Institute of Standards and Technology (NIST) via its time and frequency services, available via phone, radio or internet.
